The Mulligan property consists of 90 acres stretching from the Delaware River across River Road, a state designated scenic highway, to county park land located at the top of a wooded hillside. The historic Delaware Canal, a National Heritage Corridor, runs through the site and a home and barn located on the property also have historic value. Diverse habitat for wildlife includes the river floodplain, wetlands, meadows and woodlands.
In 1993, Mr. Mulligan contacted the conservancy to explore options for his property. He agreed to a sale of development rights within a specified time frame based on the availability of funding. The conservancy applied to the Pennsylvania Keystone 93 program, a new fund established for use by land trusts in acquiring conservation lands. This site was selected as the first model conservation easement purchase under the Keystone program. Development rights were purchased and a permanent conservation easement was placed on the Mulligan property. State funds were matched by private funds available through Heritage Conservancy’s Significant Natural Areas Preservation Program (SNAPP).
State funds require that the property also be available for limited public access. It is utilized for nature walks and special events.
